At least once they Gahmen give the OK, the OKH can start sourcing for new girls.
The later the Gahmen give the OK, the later they start looking for new girls, the later GL reopen.
I still feel very sorry for the girls that waited from March tho. Wait so long then need to go home before the reopening.
